The set adds Super Alt-Art (Manga Rare) versions of all four Emperors:

Super Leader Alt-Art Luffy

The Monkey.D.Luffy Super Leader Alt-Art (OP17-079) is a new treatment for a Leader card, and it ranks at or near the top of several value lists.

Secret Rares and Treasure Rare

The Japanese breakdown lists three Secret Rares. Collector sites name Rocks.D.Xebec (OP17-118), which also has a 4th Anniversary “Rocks Pirates” alternate art, and Loki (OP17-119). Edward.Newgate (OP17-040) is listed as the Treasure Rare.

4th-anniversary and SP cards

Like OP-13’s 3rd-anniversary cards, OP-17 has special anniversary alternate arts, including a 4th Anniversary “Straw Hat Crew” alternate art (EB04-061). There are also Four Emperors SPs, including a Buggy SP (P-084) that ranks highly, and a series of “Haki SP” special cards, such as a Yamato SP (OP16-098).

Who are the Rocks Pirates?

In the ONE PIECE story, the Rocks Pirates were a legendary crew led by Rocks.D.Xebec. Their members included Whitebeard, Big Mom and Kaido, three pirates who later became Emperors. The crew was defeated at God Valley by Gol D. Roger and Monkey D. Garp, long before the main story begins.

That history is why the set pairs the Four Emperors with the Rocks Pirates. Seeing Xebec as a Leader, with his own Secret Rare and anniversary alternate art, is a treat for fans who have followed the story’s biggest reveals.
